This is to be updated, will state: if you don’t have the basics of what you are legally required to report, it is impossible to build strategy as you have nothing to reconcile the strategic numbers to to be able to understand if the strategy is working. So without a functioning P&L at minimum you cannot say whether your strategy has resulted in an increase in Profit or reduction of Losses (of course a CFO knows this).
